Here is a rework of syslinux to support pxelinux. It follows
the format of the debian installer. I have tested it with
iso, pxe, & usb builds, both with and without the menu.
Suggestions for improvements are welcome, I would like to get
some variation of this patch commited.

share more code.
Change pxelinux directory setup to match debian installer
Change syslinux templates to use {$VAR} syntax so the
templates are easier to read
Remove etch support for syslinux, since INCLUDE syntax
is not available in etch syslinux v3.31
