Hi, I have
LH_BOOTAPPEND_LIVE="locale=de_DE.UTF-8 keyb=de“ in ./config/binary. Still my live system has LANG and LC_* set to "en_US.UTF-8" and LC_ALL not set. The keyboard, however, works as expected with a "de" keyboard map.
