OK, now I have a Debian Live image with a working Swedish keyboard both
on the console and in X.
The solution was to add the following to an executable script in
config/chroot_local-hooks/ (let's hope that Evolution don't add funny
linebreaks):
sed -i 's/^\tchroot \/root \/usr\/sbin\/install-keymap ${kbd}/&-latin1/' \
/usr/share/initramfs-tools/scripts/live-bottom/19keyboard
sed -i 's/^\tlive-preseed \/root debian-installer\/keymap "${kbd}"/&-latin1/' \
/usr/share/initramfs-tools/scripts/live-bottom/19keyboard
sed -i 's/^\tlive-preseed \/root kbd-chooser\/method "${kbd}"/&-latin1/' \
/usr/share/initramfs-tools/scripts/live-bottom/19keyboard
