It is not there.
I feel that
this would be an asset if it is not on the CD already.
speaking about gnome-desktop flavour, the reason why it's no there is
that the gnome-desktop task in tasksel is not installing it. and for the
time being, the prebuild -desktop images are strictly oriented at the
package selection tasksel is doing.
I just filed a bug report against tasksel to consider including
gnome-accessibility.

however, you can build easily one yourself with:
lh_config -p gnome-desktop --packages "gnome-orca" && lh_build
