I have the same problem when trying to build a custom sid image (on a sid host).
rsyslog is now the default system log daemon, and it is automatically
installed with the base system.

I have tried adding sysklogd to $LH_PACKAGES but as rsyslog is installed
before, the same issue happens with chroot/proc/ being busy and not
being unmountable.

Is there anything I can try and check to provide more information?
