Dear All:
  Finally, I changed the default language to Chinese successfully. 
  If you want to change debian to your native, you must install debconf and 
locales.
  After that, use "dpkg-reconfiguer locales" to select character sets your 
native use.
  And then, "apt-get update && apt-get upgrade" your debian.
  Simply, isn't it? Now, you just change debian to your native.
  If anyone have the similar questions, please contact me.

i've absolutely no idea, i'm totally unfamiliar with non-western things like

not that i'm aware of, this is handled on a package per package basis.

you could try apt-cache search and look through the results.
