LB_BOOTAPPEND_LIVE="locales=de_DE.UTF-8 keyboard-layouts=de"

Now the German keyboard works, but not the right ALT-key (e.g. to get the @ 
sign). I get the following warning, that might help you:

The XKEYBOARD keymap compiler (xkbcomp) reports:
Warning: Type "ONE_LEVEL" has 1 level but <RALT> has 2 symbols. Ignoring extra 
symbols.
