what flash device is that? and who mounts it in the first place? rather than a hook, i'd fix the original problem causing it to be mounted RO.
My idea is to remount the device as read-write in a hook at boot time, by including a file like chroot_local-includes/lib/live/config/200-remount
that's worst case scenario (as in 'there's no simpler way that does not require you to ship custom code at all'), but is sane and will work just fine, yes.
