* Completing uninstall target in toplevel Makefile.
* Unifying copyright headers to use same GPL blurbs.

* Using dynamic year in automatic manpage date translation rather than
a hardcoded one.
* Moving executables from /usr/bin to /bin as they potentially need to
be arround before /usr is available.
* Also diverting uptime manpage from procps (Closes: #682574).
