please contact the http.debian.net team with information about what
mirrors/ips etc. you're using.
nothing we can directly do about it here.
as a workaround, you could however overload http.debian.net in your
local dns to the ip of a known good server (that provides the debian
mirror at /debian, such as much primary debian mirrors do).
