I *think* I've figured it out. I had some grub packages manually specified in my config/package-lists, and I just needed to let the installer handle it itself. It appears to go through the installer correctly now, although I am being prompted for some things that I expected to have auto-populated from my preseed. Still figuring out some things but making good progress.
