I have found the same thing, but only if I try to install under UEFI.
The install image comes up with the proper splash screen in legacy
BIOS mode.

In our case the splash screen is created from an SVG (with textual
replacements) here:

Converted to bitmap here:

Then it is meant to edit the grub theme here:

And as far as I can tell this is the bit that isn't working for me.
But I haven't looked too hard as I also have a problem that (on my
test PC) the screen goes pink right at the end of the install process
and reboots to a grub prompt.
