I assume you mean the test binaries themselves, and not what they are testing for. While I guess it would be ok for the tests to be built against the same ABIs in the version of the LSB they are testing for (since you should have that ABI present if you're testing) but I think it would be nice if the tests were built against something older for the people who knowingly have older ABIs and want to run the tests anyway to see where work is needed. The cert program will probably not like it, but I think it's legit for working on getting compliant.
