Triage for freeradius/CVE-2019-20510

Hi Thorsten,

I saw you recently add freeradius to dla-needed.txt.
However, I think the vulnerable code is not present in Jessie?
But I might be very wrong because I only took a quick look.

Could you point me to the affected code/file?
