Hello,

in my attempt to turn "yellow" packages into "green", I came across
pybedtools. Only when I was about to upload I had noticed that this
package was in the distribution before and then removed
(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=894299).

I am not exactly sure about what the reason for the removal was, but
either way, should we possibly separate such removed packages on our
task list, possibly?
