You mean pdflib.

I seriously doubt that is is legally possible to distribute seaview if
linked against pdflib (though debian-legal is a far better address for
this question). 

Reason: 
seaview's author has chosen the GPL for seaview.cxx. While it is fine
for an end user to do such a thing (i.e. linking GPL code against
pdflib), one can't distribute this software anymore without violating
the GPL.
