Well, here's the question: update-ddtp does not use the web interface to generate statistics. Those are generated from the Translation-<lang> files available for APT to download. That would ensure the correct functioning of my script and of the web interface. Therefore, I strongly believe it's a bug in the web interface itself, which retrieves the package nevertheless, be it still to-do or already translated.
