There should be a bootstrap-local.sh intended for that
purpose ? It gets included from one of the other initd
scripts run at bootup.

Or rather

        cd /etc/init.d/
        grep local *

reveals /etc/init.d/rc.local running /etc/rc.local which can
be customized as needed.
