You are most welcome to do the packaging. Here are essential readings:

 - The Debian Policy: packages must conform to it.

 - The New Maintainers Guide: puts a bit of the two above in practice.

Lastly, the Debian Python Probably is an essential reading as the
packages will have to use Debian mechanisms to deal with the different
versions of Python available:

We are not making the final decision if a program is worth being
packaged or not; it is the administrators of the Debian FTP archive who
do so. I am actually a bit concerned that they will object that
prescriptiondue is only two files, but if so we can find a solution at
that moment.
