You'll also have to adjust the INSTALL_PROGRAM (e.g. by adding -s)
according to DEB_BUILD_OPTIONS tag:

INSTALL_PROGRAM += -s
endif
No: man dh_strip
Mathieu is right. The stripping should be done as last step before
the package is finally assembled via dh_strip.
