Depends. If people will tend to report the bug against the package FTBFSing, although the reason might be in a different package, the report should not be reassigned (clone and reassign it to the correct package). Instead leave it open and declare a "blocked by". Then simply close it as soon as the situation is fixed by sending a mail to [email protected].
