AFAIK you must just ensure that whatever you upload is compiled against perl 5.12. If it really becomes necessary to block uploads, the release team can do it on their own. And since the transition is not yet completed, you're unlikely to block something at this point: http://release.debian.org/transitions/html/perl.html Of course I'm assuming that the package will be immediatily ready (as most perl modules are) and won't have issues to migrate should the release team decide to force the transition in (and thus not wait the aging period for your module).
