Everything.alioth.debian.org is equal to alioth.debian.org and now points to wagner. The rw-repositories are all on vasks.
Issue is that svn switch does not work for svn+ssh but HTTP only....
Are you sure? At least with svn 1.6.16 I had no problem to switch with svn+ssh.
