If you are building Debian packages you should always check with lintian
the compliance with Debian policy.  In any case you need to fix the
errors and in this case all issues except the spelling errors should be
regarded:

$ lintian conquest-dicom-server_1.4.17d-1_amd64.changes 
E: conquest-dicom-server source: license-problem-md5sum-non-free-file
