making picard-tools and downstream packages amd64 only due to GKL

Hello,

I propose that we mark picard-tools/libpicard-java and all dependent
packages amd64 only due to its dependency on gkl (which is itself amd64
only).

This will unstick many package migrations.

Shall I proceed?
