That all said, upstream of gclib does not want to have it packaged

It has a free license so why should upstream "not want"?
As far as I understood we need it and we even have at least
two code copies around (cdbfasta, stringtie).
I read this somewhere. Did not find it again when I just looked.
Also, stringtie does not compile against the official gclib release,
at least it did not in my hands.
I just saw the readme of gffread to say the opposite, i.e. to explicitly
go for gclib first.
So, I propose to just live with that piece of redundancy in stringtie
for now and introduce the gclib package to Debian - just not with that name.
