I asked the question on debian-java mailing lists some days ago, I got an answer from Olek Wojnar [0], his personal policy was to be cautious in order to avoid build issues. Indeed, I have already seen many packages not exiting NEW in the order they entered it. >From Andrius' answer, I guess things still go fine quite often...
