Looking at the release notes [0] and the Dockerfile [1], it looks like Gubbins now wants or at least tests raxml-ng (which does not look packaged [2]) and rapidnj (also not in Debian). Since the names of the failing tests mention these, I would suspect that this might be related to that. Sorry for the quick glance but I haven't been following Gubbins development for years :/ These could be a sprint candidate...?
