I have reviewed through your changes, and they look even better
than what I think I might have wrapped up. There is only one
thing I spotted: some time ago I made adjustments to my build
environment to remove resolver configuration, and it seems to
have caught a test which tries to access the network:
iss/test/test_download.py::test_ncbi FAILED

Temporary failure in name resolution>
/usr/lib/python3.10/urllib/request.py:1351: URLError
test_ncbi needs to be skipped.
