This is great, thanks! The way Outreachy works is that applicants need to submit an essay and get accepted first. Then they can choose projects they'd like to work on and make small contributions, so that mentors can see if the applicant is a good fit for the project. The intern applications deadline was February 13. I imagine the student you met has not applied / been accepted yet?
