Hi,
I worked on a system to extend the Perl MakeMaker utility
to generate and install a .deb rather than installing directly,
however that was a very long time ago and the code is now
obselete. I don't know if anyone has done anything in this
area since (?). But if you want to pick up the project, my code
is at http://mojo.calyx.net/~bri/projects/Debian/ExtUtils/
and you are very welcome to use any of the ideas/code there.
