export DH_COMPAT=1 or 2?

Hello.

May be I am missing something, but who can tell me what does mean
DH_COMPAT variable? New dh_make set it to 2 in rules and simple binary 
package built with this rules appears to be without binary (i.e. 
/usr/bin/<mybin> in my case). If I change DH_COMPAT to 1 it works as I expect.
