That's not reasonable rule. The rule is to close bugs in changelogs if
they were fixed by exactly that upload. I really hate it if changelogs
say "closes: #12345: this is not really a bug" or "closes: #12345: was
fixed long ago", because it clobbers the changelogs and submittors get
a HUGE email talking about their bug being fixed with that upload
which they have to scan thoroughly to find the real reason.
