it says

  "Programs should use Python 3, and should not be packaged for Python 2 as 
well."

On rereading it, though, I realized that this only applies to Python
programs, whereas the rules are less strict for Python libraries.

I have added a Python 2 package and reuploaded the package to
Mentors.
