Currently any developer who uses the parse library in python3 cannot
add it as a dependency for a debian package. This NMU simply adds the
python3-parse package. The maintainer for python-parse appears to be
inactive, but regardless this is a very simple change.

If possible it would be nice to get this update into the Stretch
release, since this library is a dependency for other packages.

the maintainer is mostly MIA (already pinged several times by MIA team)

there was a new upstream bugfix release (packaged already in Ubuntu)

- 1.6.6 parse Linux system log dates (thanks Alex Cowan)
- 1.6.5 handle precision in float format (thanks Levi Kilcher)
- 1.6.4 handle pipe "|" characters in parse string (thanks Martijn Pieters)


it has a nice and good testsuite

We are probably already too late for Stretch, because binaries needs to go in 
bin-NEW
queue.
Also, we need to go in deferred queue because this is not a maintainer upload.

For this reasons I have added some more changes:
* Bump compat level to 10
* Bump std-version to 3.9.8
* Add homepage field
* Add watch file
* Add upstream signing key

* Convert copyright file in dep-5 format


and I'll sponsor in deferred/10 after sending a debdiff to the BTS

lots of stuff improved since that upload, the project seems to not have new 
releases
upcoming, so I think it would be better to make it suitable for Debian and not 
just add a single
binary.
