Thanks Paul, in the end I found myself at ease with 'decopy'. I'm not using it to generate the whole debian/copyright, but just the copyright entries for lua/lexers/*.lua. These are added to debian/copyright after some manual tweaking. This procedure is documented in the Comment: section of the resulting copyright file: https://github.com/paride/vis/blob/debian/sid/debian/copyright that I also improved in other ways, really taking extra care.
