Dear mentors,

I prepared updated version with following changes since the last upload:

  * merge upstream sources into packaging branch
  * fix using-first-person-in-description lintian warning
  * make elpa-rtags depend on rtags
  * new debhelper style
  * move rp to lib/rtags
  * move gcc-rtags-wrapper.sh to lib/rtags
  * hardening flags
  * update manpages
