I am confused in how Debian handles new upstream version of Linux kernel when 
it comes out, if they just have debian/ folder in the git repo?

To be more precise, how are patches being applied if upstream version changes 
and code changes as well? Patch is being applied to certain lines of code, but 
since the file is changed, are patches being regenerated on each new upstream 
version? If so I can't see any commits on the VCS which approve that.
