Unfortunately licensecheck doesn't currently recognize SPDX-License-Identifier (I haven't check to see if there's a request filed for that). It appears to only recognize license boilerplate. This is probably the #1 reason I have to populate debian/fill.copyright.blanks.yml for scan-copyrights/cme update dpkg-copyright - files with SPDX identifiers but no boilerplate.
