There used to be, simply the SONAME changed over time from 28 to 30
(back in 2015).

Because renaming -dev packages is hard. If I were the maintainer I
would make the effort to rename it to gnutls-dev without the number (and
there is a Provides in place already, so you could just go with that).
Back in the time versioned -dev packages were considered ok, nowadays
they are discouraged.
