Things I would like to see cleared out in details.

I'm kinda confused about a few things. Let's say I packed a wnpp, my steps 
are:(?)
- close the bug.
- find a sponsor (Do i need to follow the steps for becoming
 a appliciant? Let's say all I want is  my package to be
 uploaded. I don't know yet if I want to become a offical
 developer)

Could someone explain it to me so that things become more clear to me?
