About every two years, so not uploading is not really in option.

You mean upload the 1.3.8a as 1.3.8+really1.3.8a, 1.3.8+really1.3.8b,
1.3.8+really1.3.8c etc. until we are at 1.3.9 und we can return to
normal versioning?
I'd probably go with option 3 in this case. Ugly but temporary.
