It would be possible by using the multiple upstream tarball (MUT) feature of
uscan. You will then have two tarballs.
Obviously, you can exclude the tests that need the additional data for now and when the data was licensed under a
DFSG-free license, you can add it.
Please keep the packaging-related discussion on this bug as that can be used by
any sponsoring DD for reference.
