Yes, but only if you have upload permissions for the package.
Basically you want to stitch in two cases:
(i) uploading -- let dgit do it
(ii) need to push to salsa without uploading -- here you can't avoid
stitching.
In (ii) it's better to just wait until the upload, if you know it's
coming soon and no-one else wants to work on the package.
