It sounds like the git repository's gbp.conf is absent, or
misconfigured. Another possibility is that defaults have been
overridden some place like ~/.gbp.conf.
[DEFAULT]
debian-branch=debian/latest
upstream-branch=upstream/latest
is in ~/.gbp.conf.
