Right, it *was* in the new and by-hand queue for ~5 months, with no annotations to indicate why it was held up. I'm assuming it was related to the delegation changes impacting all new review work.
BUT! It looks like it got approved yesterday and is on its way to sid now. Thanks to the DFSG team for working through the backlog!
