The machine-readable copyright spec says in 6.7. License: "These arbitrary names are only guaranteed to be unique within a single copyright file." You have several "License: other-BSD" appearances. The aclocal.m4 and install-sh ones should be called X11 and be referencing one standalone License element. The package/debian/* one should be called HPND. Thanks!
