The developers of markdown syntax checker markdownlint published a new version 
0.17.0 for which I would like to provide an update to `ruby-mdl`.[1]  
Meanywhile, my previous upload to Debian was version 0.15.0 which however 
dropped out of `testing` because of its dependency `ruby-mixlib-shellout` 
explicitly mentioned in d/control itself dropped out (which however dropped out 
because of `ruby-chef-utils`).

This is the first time I encounter the coincidence of the two states "a 
dependency dropped out" and "time for an update".  Because I'm a sponsored 
maintainer of `ruby-mdl`, I would like to ask in advance if either

- I already should prepare (on salsa) an update, and file a RFS for then 
updated version 0.17.0 of `ruby-mdl`, or
- it were better to wait for dependencies `ruby-chef-utils` / 
`ruby-mix-shellout` to return as functional in `testing`, and then commence the 
update of `ruby-mdl` on my side.
