There's already a package by Ricardo Cardenes Medina (rcardenes), the PyQt maintainer. It is available at http://people.debian.org/~rcardenes. He has been pretty busy the last time, but I am sure that he'll might want to upload his package into main. Maybe you want to get in touch with him first.
