dh_make only builds a base set of files in debian/
Following that, customization is certainly needed. The building is done by debian/rules (a makefile itself).
If you take a look at that file after dh_make is done, you will find a rule to build "build-stamp" in there, which is likely to look like this:
>> build-stamp: configure-stamp >> dh_testdir >> >> # Add here commands to compile the package. >> $(MAKE) >> #/usr/bin/docbook-to-man debian/spampd.sgml > spampd.1 >> >> touch build-stamp
That $(MAKE) line is usually simply calling "make". If your upstream source needs to be build by calling "make linux", simply append "linux" to that like so that it reads
$(MAKE) linux
